The phrase has been repeated so often it sounds like established fact, but its origins are surprisingly shaky, and the real answer depends entirely on where you are and what’s attracting rats in the first place.
Where the “Rule” Comes From
The idea traces back to a 1909 estimate by W.R. Boelter, a British author who claimed there was roughly one rat for every person in England. He arrived at this figure through loose assumptions about rural farmland, not rigorous population surveys. Over the decades, the number was repeated, inflated, and eventually morphed into the “for every one you see” formula that pest control companies and city officials now quote casually. No peer-reviewed study has ever confirmed a fixed multiplier between visible rats and total population size.
That said, the core intuition behind the phrase is correct: rats are nocturnal, cautious animals that spend most of their time underground or inside walls. If you spot one during daylight, it usually means the colony is large enough that competition for food and shelter is pushing individuals into the open at unusual times. Seeing a rat in broad daylight is one of the strongest indicators of a well-established, sizable infestation.
Why Most Rats Stay Hidden
Norway rats, the dominant species in most cities, live in elaborate burrow systems dug under buildings, along stream banks, and inside dumps or rubble piles. A typical burrow runs about a foot deep and three feet long, with multiple entrances and a central nesting chamber. Colonies consist of several families that share feeding and nesting areas, with a dominant male defending territory over several females. One documented colony ranged across an area roughly 100 feet in diameter, and urban home ranges average around 7,600 square feet, though they can be as small as a single room in a building with abundant food.
Within a colony, aggression is low. Members know each other. But rats from neighboring colonies fight aggressively at territorial boundaries, which means populations tend to cluster in pockets rather than spreading evenly across a neighborhood. This is part of why simple multipliers don’t work: a single sighting near a restaurant dumpster might reflect a colony of dozens, while a sighting in a tidy residential block might represent a much smaller group passing through.
Signs That Tell You More Than a Sighting

Rats produce about 40 droppings per day, and those droppings tend to concentrate in areas where they feel safe, typically behind appliances, under sinks, or inside garages and sheds. Brown rat droppings are dark, tapered, and roughly the size and shape of a large grain of rice. A handful in one spot suggests a small number of animals. Piles accumulating daily point to something bigger.
Other signs scale with population size:
- Rub marks: Dark, greasy smears along walls and baseboards. Rats have poor eyesight and follow the same paths repeatedly, leaving oil and dirt from their fur behind. Well-worn rub marks mean an established route used by multiple animals over weeks or months.
- Gnaw marks: Rats chew constantly to wear down their ever-growing teeth. Fresh gnaw marks on wood, plastic, pipes, or electrical wiring indicate active animals. Damage to wiring is a genuine fire hazard.
- Odor: Rat urine produces a strong, stale, ammonia-like smell. A faint whiff suggests a small presence. A heavy, unmistakable musk means a large colony has been urinating in the same area for a while.
- Burrow entrances: Holes two to four inches in diameter in the ground near foundations. Active burrows have smooth, well-worn openings with loose dirt fanned out around them.
Footprints and tail drag marks in dusty, undisturbed areas round out the picture. The combination of these signs, not a single sighting, is what pest professionals use to estimate population size.
How Rat Colonies Grow Quickly
Part of why a small rat problem becomes a big one so fast is reproduction. Norway rats reach sexual maturity young and breed prolifically. A single female can produce multiple litters per year, with each litter containing several pups. Under favorable conditions, with steady food, water, and shelter, a pair of rats can generate a colony of dozens within months. This exponential growth is the real danger behind the “for every one you see” warning. Even if the exact ratio is unknowable, the trajectory is always the same: a few rats become many rats very quickly if nothing changes.
Health Risks of a Growing Colony
Rats carry a serious list of pathogens. Leptospirosis, caused by bacteria shed in rat urine, spreads when people contact contaminated soil or water. It ranges from symptom-free to severely debilitating. Salmonella bacteria pass through rat droppings and can contaminate food and surfaces. Rat bite fever, carried in the normal bacterial flora of a rat’s mouth, infects up to 10% of people bitten. Children in rat-infested homes face higher risk.
Hantavirus, primarily associated with deer mice, causes a severe lung syndrome through exposure to droppings or urine. Plague, though rare today, still circulates in wild rodent populations and transmits through flea bites. Lymphocytic choriomeningitis virus, hosted by house mice that often share habitat with rats, poses a particular threat to pregnant women because it can cause birth defects.
The risk from any of these increases proportionally with the size and duration of an infestation. More rats mean more droppings, more urine, and more contaminated surfaces.
What Actually Reduces the Population
Effective rat control follows a specific sequence. The first step is a thorough inspection of the entire building, low and high, including under appliances, inside drop ceilings, and along pipe runs. You’re looking for droppings, gnaw marks, footprints, and rub marks to map where rats are traveling and nesting.
One useful technique from Cornell University’s pest management program involves placing non-toxic monitoring blocks with fluorescent dye. If you place them outside and then find fluorescent-colored droppings inside, you know there’s an entry point the rats are using. If blocks placed in a basement produce colored droppings on the second floor, the rats are moving vertically through walls.
Trapping and baiting bring numbers down quickly, but rats are neophobic, meaning they fear new objects in their environment. Pest professionals often place baited traps without setting them for several days, letting rats grow comfortable approaching them before activating the mechanism. Once baiting begins, droppings that change color (from dye in commercial baits) confirm the rats are consuming lethal doses.
The part most people skip is what actually prevents the problem from returning: exclusion and sanitation. Exclusion means sealing every opening larger than half an inch, because rats can squeeze through remarkably small gaps. Sanitation means removing the food and water sources that attracted them. Without both of these, trapping only creates temporary vacancies that new rats from neighboring colonies will fill. Rats prefer dark, undisturbed, warm spaces near food, like the gaps behind kitchen cabinets, inside stove walls, or near the motors of refrigerators and other appliances. Eliminating these harborage spots is as important as eliminating the animals themselves.
